New CleanBC Better Homes Energy Savings Program to Make Electric Heat Pumps and Efficiency Upgrades More Affordable

The new CleanBC Better Homes Energy Savings Program is a government program that provides rebates for energy-efficient home upgrades. The program is expanding on the former CleanBC Income Qualified Program to make fuel-switching and energy-efficient upgrades, like electric heat pumps, more affordable for low or moderate-income households across British Columbia.

The new CleanBC Better Homes Energy Savings Program is launching on June 18, 2024, which is when program registration will open. The program is part of the provincial government's plan to reduce greenhouse gas emissions and build a clean economy. However, homeowners will benefit from more affordable, energy-efficient upgrades like a heat pump installation that can save them money on energy bills.

The new program enhancements for the CleanBC Better Homes Energy Savings Program include:

  • Providing rebates for 100% of the expense of getting a new heat pump, up to a cap, which varies by the heat pump type, whether central, multi-split, or mini-split. This means people may be eligible to get a free heat pump.
  • Income-qualified applicants can receive a rebate of as much as $16,000 to switch to high-efficiency heat pumps in homes currently heated with oil, natural gas, and propane. This is up from $9,500.
  • People eligible and living in northern British Columbia who are switching from natural gas, propane, or oil heating to an electric heat pump can access up to an additional $3,000 toward the installation of a heat pump.
  • Increased maximum rebate amount for electrical service upgrades that are needed to install a new heat pump to $5,000. This is up from $3,500.
  • The program has expanded eligibility to include middle-income households as well.

This means that income-qualified and location-qualified applicants could receive as much as $24,000 to cover the costs of a heat pump installation, including the required electrical upgrades.

Also, the program will continue to provide support for additional efficiency upgrades at current rebate levels, including insulation, windows and doors, and ventilation. It will also provide rebates of as much as $5,000 for households switching from electric baseboards to electric heat pumps.
